Access also depends on the actual record, Chapter 132, specific confidentiality rules, retention, court orders, juvenile restrictions, expunction, and agency practice.

The official Cleveland P2C list showed no photo column when reviewed. No released-person photo archive was verified there. The durable local route is a request for the photograph tied to one named booking, not a request for an undifferentiated set of mugshots.

  1. Provide the person’s full name and DOB if known. Add the approximate booking date and facility.
  2. Include the booking identifier, case number, charge, or arresting agency when available.
  3. Request the booking photograph associated with that booking, if publicly releasable, in electronic form.
  4. Ask for the booking and actual release fields needed to confirm that the image belongs to the event being researched.
  5. If any part is withheld, request the legal basis in writing. Ask for a cost estimate before production if charges may apply.

The request may also ask for admission date and time, actual release date and time, release disposition, and destination or receiving agency. These fields connect the photo to the correct custody event without treating the image as proof of release.

Cleveland Sheriff App Photo Limits

The official Cleveland County NC Sheriff app is available for iOS and Android. Its official listing advertises inmate search. Neither the Sheriff page nor the store description promises a released-booking archive, a retained mugshot after release, or any 24-hour or 72-hour photo window. A photo seen during an active booking may stop being reachable when the person leaves the current system.

The Sheriff mobile-app page is the official source for the store links. Check the live interface, but do not assign it a photo-retention feature that the agency has not documented.

The current P2C list is equally limited. It displays identity, age, race, sex, primary charge, arrest date, and booking agency, while the response also carries booking identifier and DOB. Cleveland State Offender Portraits

NCDAC Offender Public Information detail pages commonly show a portrait. This route applies only when the person entered North Carolina’s state correction system. It does not cover every booking at the Cleveland County Detention Center or Law Enforcement Detention Center. A person who bonded out of county pretrial custody may have no NCDAC prison record at all.

The NCDAC OPI search accepts name, offender number, DOB and demographic fields. Detail records can show incarceration status, supervision status, locations, convictions, admissions, sentence history, actual release date, and projected release date. Read the portrait with those fields. Incarceration can be inactive while post-release supervision remains active.

NCDAC’s central identification statutes and confidentiality rules do not guarantee a separate historical image file merely because a portrait once appeared online. A requester may ask whether an image is publicly releasable, but NCDAC assesses the exact record. State correction records should not be used to fill gaps in a county booking file.

Cleveland Mugshot Law Limits

G.S. 132-1 broadly includes photographs and electronic material in the definition of public records made or received in public business. That baseline is not an absolute promise of access. Specific confidentiality laws, juvenile rules, expunction orders, retention schedules, and court restrictions may control the image.

G.S. 15A-502(b1) has a narrow destruction rule for a photograph taken solely to identify a person charged with certain no-valid-license traffic offenses. It must not be expanded into a claim that all ordinary jail mugshots are destroyed at final disposition. Legislative searches found proposed booking-photo restrictions in prior sessions, but the reviewed proposals did not become an enacted statewide anti-pay-to-remove law.
